Do you have the Mobile module installed? Looks like you need that for the touch to work properly.
I have all modules installed (Desktop, Web, IOS, Android, Web Service, etc.). From the documentation that I can find touch events are only ever mentioned in reference to either Android or IOS. For example these links are al Android specific and don't appear to work for Windows:

I've tried telling TestComplete that I'm using an Android app then attempting to record touch events, but nothing gets recorded.
Champion Level 3I can't find anything else either. Try a support ticket?
