Does a pipeline agent consume a license seat?
Let us say I have only 1 Testcomplete license...
Do I have to close the tool's local instance so that the license will be freed up (before running a test via pipeline)?

Any time TestComplete is started up, your license is consumed, so yes, you'll need to free it up for the pipeline run.
