Creating Keyboard shortcuts for a Project

Hi, I am trying to create keyboard shortcuts   for various task(like creating folders,new keyword tests, etc) but unable to do so. The Customize Keyboard has options which are disabled.

    You need to create a new shortcut key for the given selection. For example,
