Some of those projects are over a year old which tells me TC worked in the past. I would ask the IT department if there are new firewall rules in place because you can't reach IP's you used to be able to reach.

Is the TestComplete installation on a share drive? Have you copied the help file from some remote site?
Look at the properties of the Help file (right-click and select Properties):
C:\Program Files (x86)\SmartBear\TestComplete 11\Help\TestComplete11.chm
If it is marked as blocked, unblock it.
