Can we downgrade a floating license for TC10.40 to TC10.30 as the latest TC does not support ODT

The lack of ODT is related to TestComplete 10.40, not the license you're using.  The same TestComplete 10 license is used to run TestComplete 10.40, 10,30, 10.20, etc.
