Well, yeah... if you want to go through and dig into the XML formatting of the MDS file and so on, sure you can. ;)
Personally, I find that just troublesome for a project that has already had some work done on it. After all, even after you change the language, you will need to go back and re-work all your script code, keyword tests, etc., to match the new language standards. Since you'll be practically re-writing all the code anyways, it's just easier to create a new project and do the rework over there.
AND... if you JUST created the project and don't have a whole lot done on it yet, then it's really not a huge loss to create a new project.
Just my $0.02 US... it CAN be done... just not natively through the TestComplete tool. :)
