as TestExecute's licences are only floating, TestComplete's licences could be fixed or floating. But the prices aren't really the same...
If you choose a floating TestComplete licence, you'll need to specify to the Smartbear team that you'll install the LicenceManager in a virtual server. I asked it several times, it's free but you have to ask for it.
