Is the Subscription under Settings Group dependent or it will assign a person irrespective of group?

Hi All,   Is the template subscription, File subscription under Settings are Group Dependent. If its not it could be a big mess for different group users while selecting the subscribed template.  ...

May be Access restriction can help on this. But, we allow users from different groups to participate in Reviews.
