Collaborator Eclipse plugin Review Wizard is not opening when trying to create a review

I would suggest, as you also mentioned, to uninstall the current version of the plugin and install the version that matches your Collaborator Server.

Look for a file with this name "ccollab_client_11_1_11101_update_site.zip"
