To answer your questions:
1) Yes... with some conditions. GIT, out of the box... SVC, might need to install some specific clients. See https://support.smartbear.com/testcomplete/docs/working-with/integration/scc/index.html
2) The results of a test run can be exported to a couple of different file types that can then be imported or read into other inputs. There are a couple of folks who have written their own code to publish results to an HTML page directly. So... it depends upon your actual needs but there are a variety of ways to do things. If you can clarify exactly what you want, we might give a better answer.
3) Again, it depends upon what you want it to do. TestComplete/TestExecute can be run by command line so any tool that can execute a commandline can run the tests. Result feedbacks to the TM tool might be a bit hit or miss depending upon exactly what you want. There are any number of ways of doing things.
4) Plenty of folks have been doing so. Here's an article for TestComplete 11 but I'm sure that there either exists something for TestComplete 12 or this can be used in the same way. https://support.smartbear.com/articles/testcomplete/bdd-cucumber-and-testcomplete/

Thanks for quick reply Robert. Regarding open source management tools, I want to know whether TestComplete scripts can be executed from the management tool called "TestRails" and also I want to have results back to TestRails from TestComplete after execution.

It's not "out of the box" but the cool thing about the extensibility of TestComplete is that, if you can write script code, you can build your own Script Extension to do what you want (as these users did).
