Hello jpruddick,

Make sure that all the requirements are met on the new computer:

https://support.smartbear.com/testcomplete/docs/app-testing/desktop/wpf/requirements.html

Core WPF plugins must be installed and enabled. Plus, you need to use the TestComplete Desktop module.

The operating system and TestComplete version are the same. I'm not sure how to check the version of .NET.
