TestComplete Overwriting Browser Settings

Browser-specific options I set for automation are being overwritten under the hood when TestComplete launches.  Please refer to the attached screen captures - after I manually configure the switches, in this case Disable script debugging (Internet Explorer) and Disable script debugging (Other), just the act of launching TestComplete, before I even choose a project to open, overwrites my changes.  Does anyone have insights on what's causing this?

    If you're running TestComplete as an administrator, that means IE is also running under those privilege levels... which means certain settings which may be user account driven will be different.
