I want to use distributed work with testcomplete.

I found there are 2 ways to do that

my 2 laptops are just normal window 7 and 10. but this manual seems like I need window server kind of that.

What am I supposed to do with my PC?

What exactly you can't understand? Because TC documentation provides the completest information about "how-to-do".

You don't need Windows Server (as a type of operation system), but all of your computers should be a members of one network. All you need is to setup them according to the requirements provided in the first link.
