I have disabled the Auto Pop-Up Code completion option under the Options menu. However, when typing (, [ & " still automatically types the enclosing set. How can I disable that behavior?
This is a new feature of version 12.30 (personally, I like it). However, it is not considered "code completion".
If you want the option to turn it off, there are feature requests already for that. Go to https://community.smartbear.com/t5/TestComplete-Feature-Requests/Allow-option-to-shut-off-bracket-and-quotation-mark-automatic/idi-p/141654 and vote it up to see about having SmartBear folks make the change.
