Can I run tests automatically by timer (for example run tests every day in 8 a.m.)?

The easiest way to do this is using Scheduled Tasks (Start - Programs - Accessories - System Tools - Scheduled Tasks).
Also you'll need to know more about TestComplete command line (see help topic "TestComplete Command Line" for details).
