Error: Another license for the product is already activated on the computer

Hello.  I'm running a license manager on a server, have already activated one floating license of Test Complete on it, and am now trying to activate some additional licenses that were upgraded from named licenses.  When I attempt to use the license activation wizard I get the following error on step 3:



Another license for the product is already activated on the computer



Is this saying that I can't add in more licenses for Test Complete for my license manager?  If that is the case, how do I get around this?  Thanks!
