After upgrade from jre 1.8 to Oracle JDK 11, server will not start, path seems fine

On our test server we upgraded (removed JRE 1.8 and installed Oracle JDK 11) our java run time.

After restarting the server, collaborator will not start.

Do we need to re-install the server when changing the java version we are using?
