Need provision to mark a file as "Accepted" by every reviewer mandatory before approving review

What I am looking for is to make it mandatory for reviewers to "accept" every file in review before they can send a review to completed state. This should be done by hitting "Mark accepted button" for each file so that one can see a green tick symbol against each file for each reviewer in Review Material section. Without doing this, a reviewer should not be able to approve a review.
