More fine grained permissions - ability to create blackouts, but not edit monitors

Hi -

We could benefit from a user role (Operator?) which could set a blackout period, but not edit or delete monitors. I think managing blackouts falls into the category of an operations role, whereas altering/deleting monitors is more of a configuration function.

We currently have an issue where we would like our support group to be able to set a blackout period as part of supporting planned maintenance, but they should not be able to delete or alter the monitor itself.
