Need to restrict access to delete test cycles and test executions

The documentation states that deleting test cycles and test executions is controlled by the "Edit Issues" permission. Is there a way to change this to the "Delete Issues" permission. Our projects already restrict the "Delete Issues" function to only project leads or administrators. We cannot restrict the "Edit Issues" permission on the project because it will disrupt the normal workflow for our project members. For instance, they would lose the ability to edit the description and other fields.
