Hi there,
All Apps for Jira are priced based on the maximum users of the Jira products on your instance. For example, if you have Jira Software (50 users) you pay the 50-user price for apps. The pricing needs to match the maximum users in your Jira instance, even if some users never use the app. There is no way to work around that, for all apps you will need to always pay for the maximum users in your Jira instance. There is no pay-per-user pricing in the Atlassian Marketplace.
