WPF application not recognized as open

I can't even get as far as not being able to find specific native members- the application isn't even being recognized as open in the first place. (It doesn't even have the little "TC" icon next to its name.)

Has the version of TestComplete changed in this new install?  What about the operating system?  The .NET version on the new system?  Lot's of variants there that could contribute.
