I recommend that you edit your tests to make TestComplete (and TestExecute) wait until the required window appears. For this purpose, use one of the special WaitNNN methods:
Waiting for an Object, Process or Window Activation
BTW, the latest version of the tool is 8.70. I recommend that you upgrade.
