COM API for TestComplete and TestExecute is practically the same except of initial object IDs (TestComplete and TestExecute).
I would suggest you:
a) Go through the Automating TestComplete help section (http://support.smartbear.com/viewarticle/57438/); and
b) Download and install TestComplete SDK from http://support.smartbear.com/downloads/testcomplete/sdk/ (it is self-extracting zip archive) and read the included documentation.
