Hello,
I am noticing the same behavior as well. Even I am running 11.3 and on a floating license. Was there any resolution? Can I track the details of the ticket? Please respond. Thanks!

Check that nothing else is using the same ports as TestCompleteService11. By default they will be 6090-6092 (unless you've changed them). Also, if your company is using a port scanner to test for open ports, this might interfere with the service as well.

Thanks a lot for the quick response. I have started a conversation with our company's IT team and will find out details about the ports and port scanning as well.
Just curious to know the role of the process/service. I understand that it would be required by the Network Suite project item. Is there any other significant feature that would not work properly if I 'stop' the service?
