There are as many ways to develop a data driver framework as there is to develop an application. Without additional information there isn't much help that can be given.

What type of application?
What are your data sources?
What type of testing our you wanting to perform?
Etc...

Here's one way I did it.

This is just an example... you can use the framework if you want, but it demonstrates one way of doing so. However, as cunderw mentions, your needs, the level of experience of the people in your staff, the application you want to test, etc, all play into your framework design.
