TestComplete problem in module tcRTL.bpl

Hi,    I just updated to testComplete 12.40 and can not run any test.  I got this pop up error.

I had a similar problem on my Windows 10 box when I did the auto-update. I ended up uninstalling and reinstalling TC 12.40.  I have support cases open for this but this work around seemed to help.
