As of November 2012, that is a broken link.
If you are upgrading from TC8 to TC9, the license manager program MUST be upgraded as well. The old TC8 license manager will not work.
As I had to figure this out on my own, I wanted to post it here so others would know.
DAVID (or other Forum Administrators) - you may want to edit your post above so that it no longer contains incorrect information. Because the info was no longer correct, I ended up on a wild goose chase.
Good luck to anyone running into the error: hasp_act_activate 3010.
