I think you are referencing https://support.smartbear.com/testcomplete/docs/testing-with/running/indicator.html and if you're not disabling it programmatically using https://support.smartbear.com/testcomplete/docs/reference/program-objects/indicator/show.html then the issue may be due to a corrupted UI setting and you can try resetting with the following steps:
- Uninstall TestComplete.
- Reboot.
- Reinstall TestComplete.
This process ensures that all UI-related settings are reset to their defaults. After reinstalling, the progress indicator should reappear during test execution.

Are you referring to this Recording Toolbar | TestComplete Documentation ?
Ensure Recording Toolbar is enabled, or Restore Default Layout. If you think that the toolbar might be off-screen, then try using the keyboard shortcut Alt + Space (when TestComplete is active), then press M (for Move), and use arrow keys to bring the toolbar back into view.

Then I would say, View| Toolbars| Restore Default Toolbar
