I don't remember that it was advertized that TC9 introduces any revolutionary improvements for WPF testing.
But WPF applications could be reliably automated with TC7 and TC8.
The problem is that WPF applications itself has a crazy internal hierarchy of intermediate GUI objects and the chances are high that developers can 'improve' this mess depending on the used methodology. Depending on your project you might or might not have a chance to communicate with developers and improve the situation. But in any case WPF applications can be reliably automated with TestComplete. The question is only in the amount of efforts required from you to create stable and reliable tests.
