I am using Testcomplete 9.3 version.
In a popup window,there is a Telerik Radtabcontrol. 4 tabs are defined within touchscrollviewer.
Whenever I try to access control in first tab it always refer to last tab.

And what exactly do you observe, what do you mean by "it refers to the last tab"? Do you see any errors in the log? If so, please attach a screenshot.

I have recorded a script to select Tab 1 and enter some value in field 1.
When I Playback the script, Tab 1 selected but immediately Tab 4 selected and trying search field 1 in Tab 4.
Error log says 'unable to obtain the item'
