I apologize for my tone in that second reply but I was completly frustrated at that point and lost the entire day of work due to this issue. Please note that I experienced this issue immediatly upon a fresh installation of TC8 on a Windows XP machine, so I'm not sure why the toolbar would have been "out of bounds" or off screen from the very start, but at least I can now see the toolbar finally! :)
