What does the "error generating the type library" mean?

In executing TestComplete 9.0, I Sometimes get the error message "Error occurred generating the type library: Access is denied".  When i quickly see it and click the ok button, script execution contin...

It only happens periodically. Sometimes it will happen and other times it won't for the same script.
