It did not work.
We also have experienced poor performance since upgrading to TestComplete/TestExecute 11. We are also using a .NET desktop application and have also tried disabling extensions to improve performance.
On most operating systems, our existing test suites are taking nearly twice as much time and nearly 3 times as long on Windows 10.
Any additional help/advice is greatly appreciated.
Thank you,

We also experienced a masive slowdown of our automated tests scripts. But we found out that, in our case at least, that the issue is Microsoft....About the same date that we upgrated our test machines to TE ver 11, our machines got a series of Microsoft updates. The one in question was to enable Windows 7 and 8 to more easily uprade to Windows 10. This update, when removed from the effected test machines, allowed our test to run at 'normal' speed again.
The Windows 7 update that I removed was KS2952664

None of my Windows 8 machines was effected so I cannot prove the solution for Win 8.
Windows 8: KB 2976978
Our Windows 10 machine is just slow out of the box. My reading on the topic reveals that Microsoft is trying to record what software, you use, and if your Microsoft software is properly licensed, etc.
I still have to find out what to 'turn off' on Windows 10.
Hope this helps someone....

Microsoft is not an issue in our case. We do not have automatic update turned ON on our Test Machines. We do selective updates from time to time.
We reverted back to TestComplete 10 and saw a massive improvement in performance. For now we will stick to TC10 till either smartbear fixes this issue or we find a better alternative to TestComplete.
