OK, I tried it... it works... so it's not a problem with TestComplete.
Heres' my project setup.
My command line is
<path to TestComplete>\TestComplete sandbox.pjs /p:JavaScriptProject /t:"Group1|Group2|ProjectTestItem1" /run
And it worked. So, that brings us back to something mismatching between the configuration of your project and the command line you're trying to run. Again, double check to make sure that you are properly saving your MDS file, that you're referencing the project suite in the commandline (the PJS file), that your project name is matching properly, that all your levels in your project items are correct, etc.

I have created a new project in TC12, and then try the command again, still not work... Now I'd like to attach my project and command here, could you please have a look for me see if there is any problem in my MDS file? As it's not working in my colleague's machine neither, thanks.

Hi,
I was successfully able to run using below command,
TestComplete.exe "D:\Users\sramasamy\Desktop\ProjectSuite1\ProjectSuite1.pjs" /run /p:TestProject1 /test:"Group1|Group2|Test2"
And i got the result as like below:

Thanks for your trying. It's weird why it doesn't work for us... I checked again this morning in both TC9 and TC12, no fortune neither...have no idea now...

a) It will definitely not work for TC9 because the option to execute test items from command-line was added to more recent versions of TestComplete;
b) May it be that you have some language-specific or custom regional settings (especially list separators and the like) that make OS or TestComplete to treat pipe (or double-quote) delimiter(s) some non-usual way?

I do it all the time. you can try this command. You have to use ATR file and the following command and you may have to modify ATR file a little bit based on your needs:
ATR file is available at this location:
C:\batches\ATR.js "C:\Program Files (x86)\SmartBear\TestExecute 12\Bin\TestExecute.exe" "C:\Users\Public\Documents\GitRepo\TC.Project\Project.Web.pjs" /r /p:Project.Web /t:"T-US" /el:"C:\TestResults\GetResults" /exit /SilentMode
