Check your windows permissions? Maybe you are administrator and they are not?

I asked our IT department, and they verified we are all Admin users.

Try configuring TestComplete access permissions as explained here:
Settings for Testing Open Applications in RunAs Mode

I checked, but those settings were already enabled for all users.

In this case it's best to contact Support so they can help troubleshoot this problem.
