As far as I know, you opened a support case on this problem (M0097796). I'd suggest that you work with the support team as the problem seems to be in the way TestComplete interacts with your application. It needs investigation and help of developers.
I'd like to clarify the purpose of the VisibleOnScreen property for other readers here. This property indicates whether a window (or control) is visible on screen at the moment of check. Quite often, the property is False. This may happen, because the tested window is overlapped by the TestComplete window or by a window of another application (this happens, for example, when you are exploring your application in the Object Browser and have the TestComplete window in front of other windows). In this case, the "Highlight on Screen" command should work fine. TestComplete will activate the tested window and highlight it with a blinking red frame.
If the tested window is outside of the display area, VisibleOnScreen is False and the "Highlight on Screen" command does not work as TestComplete cannot bring the window to front and make it visible to you.
In your case, I think, the command should work fine. That is why, I'd suggest that you wait for a response from the support team and developers. I hope our guys will help you soon.
