You may also consider NetworkSuite (https://support.smartbear.com/testcomplete/docs/testing-with/deprecated/distributed/index.html) or Parallel Testing (https://support.smartbear.com/testcomplete/docs/testing-approaches/parallel-testing.html, as it was already suggested).
In any case it will require separate machine for each user.
Consider API and ReadyAPI if your goal is to check concurrency or load capabilities of tested application (or just batch creation of required data).
