I followed the same steps as mentioned Still the same issue.
Hi,
Weird... I have no other ideas at the moment, sorry for that. However, I am pretty sure that the problem is due to the file (.mht) with active scripting is not local but has been downloaded from some remote location.
P.S. Any piece of advice from Support?

Support has also mentioned the same steps. I responded back to the support team.
The problem seem to be coming from Jira side.
Using the script I am doing the following things.
I am exporting the MHT report to the hard drive. That MHT report can be opened without any issue . But when the same MHT report get uploaded to Jira - then we cannot open even after downloading to hard drive .

Yeah, looks like that... Maybe there is some Jira Support that can be asked?
Just as a side note: I would expect both files (initially exported to hard drive and obtained from Jira) to be binary equal. So that "fc /b <fullPathToInitialMHT> <fullPathToMHTfromJira>" to report 'no differences found'. If only a few bytes are reported to be different this might be the result of some Jira problem or the intended behavior of the browser that is used to access Jira. If files are too different... Well... I even don't have a good idea...

i am expecting support team should know how to figure out the issue becuase MHT report is generated by Testcomplete. They know the limitation of MHT report.
