Manual Testing: (dis)continued support?

I read on different articles on the forums that TC support for manual testing, has been discontinued, then re-introduced again, and now that it going to be discontinued (again) later in 2016.

 

So, what is now the current status? And, why is manual testing (just as ODT) going to be discontinued again?
