Jenkins can not find TestComplete plugin

Hi, 

I was excited to read that TestComplete 10.60 delivers a new jenkins plugin. I wanted to play around with it so I could learn how to use it. I was following the Installing TestComplete Jenkins Plug-in steps article http://support.smartbear.com/viewarticle/66723/, but the plugin does not show in the list of available plugins. I have updated the list several time but it still doesn't show. 

Has anyone got it working?
