What version of TestComplete were you using before? If you revert to your previous version of TestComplete, does the problem go away?
Where is the spreadsheet located? Anything special about it? Do you have Excel loaded on the machine? Which version?
Are you trying to use the Excel file at the same time as your test?
Results of a web search on this subject show some hits which talk about exclusive access to the data file. Are you opening and closing the Excel file and is it possible that the error occurs because the previous close hadn't finished? Are there any stray Excel processes running at the time of the error?
I don't really have any answers here. More description about what you're doing might help someone else come up with some ideas.

I cannot remember I'm updating regular. Where I can find previous version? Spreadsheet is placed locally. Excel 2013. I'm not using excel during execution. I try fix problem myself by I'm killing excel process in test execution. Without results.
It looks strange. It is happening only in one test project. In general I'm using same approach access to data in excel for other projects.

Hm, today I received another strange kind of issue regarding DDT. All local variables, which are using in data-driven loop, were suddenly lost and I have restored them again.
I am also using version 11.31.
