I found that I needed to set the encoding in the JSDoc config file to 'UCS2'. It appears that TC10 is encoding my script (.sj) files in that format. Once I made this change and the change to the file extension type from .js to .sj I was able to point JSDoc at my scripts directory and generate documentation. My config file looks like this:
