Debug Certificate option is not enable

Question

When i choose Add Application from Tested App.. and further process but Debug Certificate Option doesn't come.
That's why i am not able to access the App from my Android Device.
How can i Solve this problem and why an duplicate Apk file is needed to do debug certificate.
