AlumniFor testing RESTful APIs, please check out another SmartBear tool - SoapUI. It supports NTML out of the box.
I'm not sure if you can do NTLM from TestComplete scripts. You'll probably have to implement the NTLM authorization manually, which looks non-trivial.
