SOLVED - as it turns out, someone (me) had decided sometime in the distant past (earlier this year) that a key size of 4096 bits was a good idea. Unfortunately, I hadn't checked to make sure each environment was using the same key at the same size.

I changed the key to one that was only 1024 bits, and that made a *huge* difference. So there we go. If you're having performance issues, check your key size!
