Please help the noob

I'm sending product descriptions by the web services api SOAP call and it errors because of the "reserved characters", particularly, the "&". I have searched xml, SOAP and every place I can think of but had no luck. I'm sure there is probably a simple way around this, like in ColdFusion, I use # in front of a # in a Part # Header, as Part ## to avoid the error of the pound sign, hash, what ever it is called but I cannot locate it for the & in the SOAP call or xml. Can anyone take a second and help this noob out please?
