Well, there is a command line utility to Activate/Deactivate a license on a headless machines. For more details, see

Activating a license can be done in silent mode but not deactivating a license. I believe deactivating a license in silent mode wasn't provided intentionally.
Do you need to do it on a headless machine? If not working, then consider opening a support request using below link:
