This email notification is correct. There are 2 separate notifications when a review is in that state. One notification is sent to the entire review list and the other is sent to the author.
List Review Stalled Author Not Reworking – to the Notification List – The review is currently stalled, because there are defects that need to be fixed and verified before the review can be Completed.
Review Stalled Author Not Reworking – to the author – The review is stalled. There are defects that the author needs to fix before the review can go back to the Verification phase.

Sorry, I think this is still a problem. Either the template is wrong or it's being sent to the wrong people.
It seems like SB is sending the message "List Review Stalled Author Not Reworking" to everyone participating in a review, when a review is stalled. But the template is:
Review #${review.id} has defects that need to be fixed by ${user.name} and verified before the review can complete.
where ${user.name} is not the author, but the person getting the email. So all inspectors get an emailing telling them they they, as inspectors, need to fix bugs... (This is collaborator 11.5.11504)
