Problem installing/using Code Collaborator in Eclipse

I am trying to install and use the CC plugin in Eclipse 3.4.1 (Workbench 3.1.1).  I first encountered an error trying to install the plugin when I pointed the installer to the plugin install site.  When that didn't work, I then just downloaded the zip file and installed it directly.  The install looked like it was successful.  However, when I go to Windows->Preferences to set up the server information, there is no Code Collaborator preferences shown.



FYI, the error I got when trying to install from the install site was:

Network connection problems encountered during search.

  Unable to access "http://eclipse.smartbear.com/7.0".

    Error parsing site stream. [Premature end of file.]
